Jeff was born on May 24, 1956 at Sampson Naval Base in Willard, New York to Ronald and Dorothy Newcomb. He was a graduate of Geneva High School and received his Bachelor’s Degree from West Virginia University. Upon graduating from college, Jeff built a successful painting business, Newcomb Painting and Papering. Jeff married Donna Radford on August 29, 1981. Jeff enjoyed all this earth had to offer – he was an avid and skilled outdoorsman, spending his free time hunting, fishing, boating, golfing and jogging on East Lake Road. He was also a man of deep faith; he was a member of The Presbyterian Church in Geneva since birth and had been actively involved as a member of session and the property committee. Jeff was also a member of the Sons of the American Legion Post 396. Above all else, Jeff was a family man who cherished spending time with his wife, their children and spouses, and grandchildren. Jeff was someone many people were able to call a dear friend and he will be fondly remembered.
